Acts of the General Assembly passed in 1819, 1821, and 1825 provided for "clearing and improving the navigation of the James River and for uniting the eastern and western waters, by the James and Kanawha Rivers, and for other purposes." Founded in 1854, the Virginia Mechanics' Institute was Richmond's night school of technology for the "promotion and encouragement of manufactures, the mechanic and useful arts, and the mental and social improvement of the industrial classes." An act of the General Assembly incorporated the institute on January 12, 1856.
